Always exclude all tags

It would be useful to limit the relating of articles to only take into account the main categories. I can select all tags and exclude them, but as more tags are created (and they do tend to proliferate) I need to add them to the exclusion list.
Is there anyway, other than hacking the core routine, to get the plugin to just ignore tags altogether?
