You can use the following selector to add custom css:

.pb-effect-sticky .pb-block.pb-type-image .pb-caption-bottom

the current rule is:

.pb-effect-sticky .pb-block.pb-type-image:hover .pb-caption-bottom {
    padding-bottom: 20px;
}

if you want a smaller movement you can use a lower value:

.pb-effect-sticky .pb-block.pb-type-image:hover .pb-caption-bottom {
    padding-bottom: 6px;
}
