To clarify, you mean getting it the order confirmation page or email? Since controlling this in the email/invoice is dependent on how emails/invoices are created, and this option only controls showing it on checkout page.

There is a filter

add_filter( 'woocommerce_cart_hide_zero_taxes', '__return_false' );

Add this to your functions.php file.

This depends on plugin/templates used to manage emails, which one you’re using?

Sorry for not getting back to you earlier, in this case I would suggest you contact them (since you’re a paid customer), and they can suggest how to alter email content to read this, plugin field ID is available in the 3rd tab (advanced).
