AMP top-level menu not appearing in my Dashboard

I’m on 0.4.2, WordPress multisite, but I’ve only activated the plugin on my main blog and not network-wide.

There’s no AMP top-level menu in my Dashboard as described in the docs:

I was only able to add analytics tracing by taking the manual route and adding a filter to my theme’s functions.php file.
