Yes, and I have done this on other sites without a problem.

Typically, this error means an account already exists for the user. Perhaps an account was automatically created for them when they attempted to make a purchase?

Can you share a screenshot of your Accounts & Privacy settings?

Additionally, can you navigate to Profile > All Users and double-check that an account doesn’t exist for the affected users?
