    What version are you running as well?
    – 4.9.1

    How long have you had this problem?
    – Last night after updated some plugins and themes via Dashboard->update (Photo Video Gallery Master / Ultimate Gallery Master / Ultimate Gallery Master / WP Abstracts Pro / Jetpack by WordPress.com)

    What was the last change you did? etc updated,changed or edited something?
    – updated with single click in Dashboard->update page.

    This is due to a plugin misconfiguration.
    Same happened with me when I installed userpro(long time ago)
    You can try to disable all plugin at once using phpmyadmin.
    Use this tutorial https://www.wpbeginner.com/plugins/how-to-deactivate-all-plugins-when-not-able-to-access-wp-admin/

    After you see plugin page then reactivate plugins one by one, this will show which plugin is misbehaving.

    I found that, after deactivate WP Abstracts Pro, the plugins is work fine. I decide to delete and reinstall it again, however it can’t fetch list of plugins in Add Plugins page again.

    I also contact WP Abstracts Pro developer for this issue too.

    You need to deactivate wp abstracts pro until your problem is solved because its creating problems on plugin page.
    Or one more option
    If previous version of this plugin worked fine then install that.
