Anchor in the menu

i got anchor links in second menu, if click on the menu categorie then click second menu links it works alright.
But if i click from the other page on the second menu link with anchor, it opens the right page and scroll it till the anchor, and header goes up or somewhere esle and footer goes bigger. if i zoom the till 200-250% it’s shows and works normally.
tried on the other themes it works normally.
so the question is where can i fix that?
