Anchor link scroll ‘bounces’ on 1 page not another

I have 2 Elementor pages, both with anchor links.

The first, works perfectly, with the scroll stopping dead at the right place.

The second ‘bounces‘, where the page scrolls beyond the destination position and then slowly scrolls back up to the resting place.

I can’t see any difference in the two pages and would love help to diagnose this bouncing issue, and fix it.
