Anchor Links stopped working correctly on dev site

Hello,
I created a duplicate dev site, https://dev.setglobalservices.com , my anchor links are working correctly on original site ( https://setglobalservices.com ) but not on my dev site. Instead of linking to correct link lower on page, all anchor link all go to page top.
I created a external page link just to test and that does work as does the “scroll to top” button, just cant get internal anchor links to link to there correct location instead of page top.

I tried disabling all of my plugins to see if that could be causing it but still had the problem, also tried resetting my permlinks but no luck.
Could anyone please help out with ideas about what could cause this?
I’m using a theme called Dynamic.
