Anchor Option not working as expected

I believe the ‘Anchor’ button when using classic Editor is not working.

Expectation: It should either add a div with an ID where the cursor is, or it should add an ID to the currently selected text using a span.

Actual: Adding anchor at cursor adds nothing. Adding anchor to some selected text adds a LINK with the specified ID BEFORE the selected text. This makes no sense – why a link?

Using: Advanced Editor Tools 5.9.0 with WordPress 6.2. and Classic Editor.
