Animated/scrolling popup?

I’m hoping that a plugin exists (either free or pay) for what I’m trying to do: I would like to create a popup that doesn’t just scroll into the screen, but that scrolls/slides continuously from left to right until it is closed (or until it times out/the link inside it is clicked). This website’s live chat ad is pretty much exactly what I’m trying to replicate. Any help would be greatly appreciated.
