Anonymous Access to Ticket

I have Guest Access enabled and Registration Disabled. I am testing access to a Guest Ticket without logging in to the system, essentially the way a prospect or user without an account would access their ticket, using the link provided in the email. When I click the link, I am taken to a login page, when I click continue as guest, the URL is correct, however it displays an empty New Ticket Form.
Do I have something in the configuration not set correctly?
