Anonymous Event Submission and Existing Locations

I allow anonymous event submissions on my events calendar with the front end submission form. I have discovered that when I am logged in as myself with privileges, entering a Location name on the front end will search for a match in existing locations. For an anonymous user, it will not search for existing locations and they have to enter the site each time. This creates extra work for them, and me (to reset to an existing location). Plus it creates clutter in my database with multiple copies of the same location and makes the location page ineffective.
