Another "4.0 Can't Login" Guy

On several of my sites, hosted on a dedicated private server, after I have upgraded to 4.0 I can’t login.
The site I will use in this example is https://adambehr.com/mobile.
First I get stuck in an endless loop of “Need to upgrade your database” messages. Googling that issue I check the db_version in phpMyAdmin, copy the version and change it in version.php via File Manager. That at least gets me to the point where it looks like I can login.
But I can’t. It doesn’t say that I used the “incorrect UN or PW” (unless I do), rather it just reloads the login page.
I have tried disabling all of the plugins and that did not help.
I have tried moving all themes except twentyfourteen our of the Themes folder. The site then just yields a blank page.
The cPanel’s Error Log shows this:

I also have a WP installation at https://adambehr.com/info that I have not upgraded to 4.0 and those may be related to that installation.
