Any ideas why I can't toggle and enable Browser Cache

Running Nginx gzip is enabled, set some expires on various file types, tried unsetting the expires, still can’t check the box to enable browser cache. Running a wordpress network.
Love some ideas! Google isn’t my friend today. Thanks!
