Any option or way to restrict upload to AWS S3 for some specific content type

Check out the “as3cf_pre_upload_attachment” filter for a way of telling WP Offload Media whether an offload is allowed or not:

You could also use the “as3cf_allowed_mime_types” filter to limit (or expand) allowed mime types, which also has examples in the Tweaks plugin, but I think your use-case warrants the flexibility of the “as3cf_pre_upload_attachment” filter.
