Any plans for updating the bundled jQuery version?

Yes. There is a ticket, but there is also no one to work on it, and an impetus to remove jQuery from the admin.
I’m not sure why, but the version number of jQuery in WP doesn’t quite reflect what it is. It is old, but it does have a lot of security patches added.

I see you already made a core ticket with this question. A better use of your time would have been to simply search Trac for the existing ticket instead.

Actually I searched but didn’t find this specific ticket.
