Any plugin that does this?

I need a plugin that:

adds a translucent border (alpha: 75% for example) to an image
on hover it makes the border alpha = 100%.

That’s all.

But I can’t find it.

If you know of any other way to do it, let me know, Im kind of new to CSS and HTMl.
