any user can delete roles

I normally don’t give negative feedback but this must be fixed…”any user can delete roles”

I’m searching for a plugin to allocate multiple roles to a single user so gave this a try. Mainly I’m look for the multiple roles allocated to also honour the editable_roles filter so that they can be removed through that mechanism.
