Any way to limit posts to certain Character Limit but leave links

I want to limit the amount of text on my homepage and strip out all HTML (like <img src=” <hr> etc..) leaving only text and links <a href> tags behind.

I would like to limit it to say 200 characters and have a read more linke after the 200 characters, is it possible to do that?
