API URL – Not Getting Opt-in Notifications

I sometimes get a notification from GetResponse for new sign-ups and sometimes don’t. They say I need to enable API callbacks. When I attempt that, I get a request (from the GetResponse page) to provide the URL I want API notifications posted to. Your advice is appreciated. I don’t know what that mean.
