Apostrophe in Subject line always escaped

In the Subject of an email, it seems like “This’s and That’s” always appear as “This\’s and That\’s”. Have tried various combinations of escaping and HTML encoding without hitting the right combination. What am I doing wrong?
In the email body, this is never a problem.
