Cloaked URL not showing when hovering over affiliate text or image.

I use the TA Pro version but I suspect this may be an issue with the free version too.
I’m using Gutenberg. See my other support thread submitted a moment ago titled “TA+ Non-existent for Gutenberg Blocks?” as this issue may be related to that one.
ISSUE:
When I wave my cursor over the linked affiliate image or text, my personal title for that unique affiliate link hovers over the linked image or text. However, isn’t the cloaked URL supposed to hover over the linked image or text instead?My personal titles for my links include image dimensions, whether they are static or animated and other information that makes it easy for me personally to find the correct TA link (or TA+ link when it’s working for Gutenberg) I’m trying to insert it via the TA button (or TA+ button/block). This information is not intended for external visitors to my website. Could you please confirm the cloaked URL is supposed to hover over the linked image or text when I wave my cursor over it?
TEMPORARY SOLUTION:
I have checked the box for the ‘Disable title attribute on link insertion?’ in Settings>Appearance>Disable title attribute on link insertion?Checking this box means that when I hover over the affiliate image link or affiliate text link, there is no longer any text at all hovering over that affiliate image or text. In the bottom left corner of my browser (Chrome), the cloaked URL appears which is nice, but that’s the only place you see it and the cloaked URL is not really noticed in the bottom left corner anyway.
Am I misunderstanding the purpose of adding cloaked URLs? I would love to know if this is another Gutenberg-related issue or whether I’m just applying cloaked URL’s wrong.
