Apple Pay is showing up fine in private browsing but not in normal browsinig

Hi, my Apple Pay button is showing up fine in private browsing on Safari but is not displayed at all in normal browsing.

Also I’m able to show the button if I go to Safari > Preferences > Privacy and I remove the Apple Pay and Apple Card checkbox.

Is there a way to avoid this and show the button on normal browsing ?
