You can check cart page hooks and set custom code on price if it is grater than 10$ select free shipping automatically.

If you add the code snippet that @lorro shared above and add the Free Shipping Method to your Shipping Zones (with a minimum order amount of $10), it will hide all other shipping methods and automatically select Free Shipping.

There are almost always multiple approaches to similar outcomes, but this is the method that I tend to use/recommend.
