As of the current release, this behavior is not supported by the Gutenberg block for RSVPMaker Upcoming but you can use the shortcode. If you use the button embedded in the classic editor, which gives you a dialog for inserting the shortcode, you will see an option to choose either Past or Future events.

To do: Add support for past events listings to the RSVPMaker block for Gutenberg, or else create a separate block for that use case.
