Assigning categories to different channels STILL BROKEN

I have been reporting on this bug for almost a month now and it is STILL broken after the latest release (2.7.0)
Basically if you use more than one channel for a social network (say 2 Facebook accounts) and you have a category excluded for the first account but not the second, the second is NEVER auto published when you use that category. EVER.
