FYI, failed importing a Starter Template, mostly is due to the poor configuration of server. Please try increasing the resource by referring to this doc and try importing the template again.
Apart from that, yes, this is actually more related to the Starter Templates plugin rather than Astra theme. While we are also the author of that plugin, it would be better for the forum when you can start a thread on the respective forum, as mentioned by @jidwictut9 above. Thanks for pointing to the right place!
