Hmm I can’t reproduce this problem on my end. Can you reproduce it on a fresh install of WP Italia and just this plugin?

I think I might know why, it might be a new installation (after WP 3.0.0) where they no longer include wp_user_level in the settings.

Can you try it, Download the zip file https://github.com/lesterchan/wp-downloadmanager/archive/master.zip and extract the contents to your server /wp-content/plugins/wp-downloadmanager folder?
