Attachments as links to a local file URL?

Hello,
I want to have the attachments stored in a folder on our server as outlined here under “Local File Attachment“

This will allow us to save an attachment locally and permanently (this is not done by default by CF7).
Is there a way to send an attachment URL with the email that is sent out?
Will the same mechanism work of adding the file path under “File Attachments” in the “Mail” section?
