Attribute taxonomies not showing up in Attribute Settings Box

I have created attributes with several taxonomy values for each attribute. When I create a page and include a Woo Commerce “Product Attribute” element in the page it opens the Attribute Settings Box. The attributes are present but not all the taxonomy values are showing up for each attribute.

Is there something I am missing in the creation of the attributes?
