Author can publish, but option is not checked

Hello support,
I have some authors writing for my site, but I don’t want them to publish their posts. When they are finished writing, they send me an email, and I publish their post.
I do want them to be able to edit their published posts, and in the plugin options that is possible. But it’s not working.
And the problem is also: if I enable the option Publish/Update, the author can publish their concepts. Actually that option needs to be split up in Publish Yes/No and Update Yes/No.
I’ve also added the option edit published posts permission
but that doesn’t work.See the screenshots:
