Author-level users and oembed size

Hi! Running into a formatting issue:
Author level users are able to use oembed on the site with no problem, but the resizing is not working: At best, all that shows is a link.
https://www.hulu.com/watch/644017#i0,p0,d1
shows as a video, but too large.
[embed width="223" height="556"] https://www.hulu.com/watch/644017#i0,p0,d1 [/embed]
Shows only as a link.
I’m not sure which version this started with as authors have only recently started trying to use the shortcode.
