Author profile only created when post made?

We have a homeowners association site that lists a member’s profiles via an author’s page (author.php) but the only way for the member to see their profile is if they have created a post.

I have read that by default wordpress doesn’t create the “author” profile until the first post is written. Is there a way to bypass this and create an author profile as soon a user is registered?
