Auto tagging based on title AND/OR post content

I am looking for a plugin that would:

First, the user would create tags manually within the admin panel. Then, every time a new post is made the plugin would automatically add/assign only the tags previously created AND appear in the title AND/OR the content of the post, to the post.

That way you have total control of what tags are used and you would never get tags you don’t want. Just create tons of keyword tags relevant to your blogs topic and let the plugin do the rest.

Anyone know of one that would do this or wants to create one that would? Compatible back to wp 2.5.1 a must!
