Automatically send weekly email

My client has a “tip of the week” he wants to send out to a subscriber list on a weekly basis. Is there a way to have an email auto-send through a database of pre-written tips and maybe even have them loop once all the tips have been used? (i.e. – if we have 54 tips, one for each week of the year).
