Aweber Subscriber Data Overwritten

Hello,
We are having an issue where subscriber data is being overwritten if a subscriber already on our list resubmits the same form more than once. Let us explain further so you will understand how it all works.
This particular form has some checkbox option fields, and sometimes a subscriber has to fill the form again if they want information regarding a new option they didn’t select the first time around.
Depending on what is selected, subscribers are tagged according to their choice. This then triggers a Welcome email for each choice. When subscribers open the emails, they are tagged again, and this allows them to be segmented so they can receive the correct email series for each choice.
Al of that works out great, until one of the following things happens:
1. If a person fills the form again and selects something new, all of their existing tags in Aweber are removed, and they start over with just the new choice they made.
2. Sometimes, a person accidentally selects the same option twice, and this resets everything in Aweber as if they are starting new again.
3. Sometimes people forget what they choose, so they go back and fill the form again, making the exact same selections, and this resets everything in Aweber as if they are starting new again.
We expected Aweber to recognize the data that is already there, to update what’s new, and to ignore anything that’s a duplicate entry, but instead it resets. We asked Aweber about this, and they said it is a Forminator issue because anyone using an actual Aweber form would indeed have their info updated, if necessary, and duplicate data would be ignored.
If you can provide insight on how to solve this issue, it would be much appreciated.
