www.ads-software.com doesn’t offer hosting – you would need to pay for hosting. This explains about the differences – https://en.support.wordpress.com/com-vs-org/

But yes, if you have a self-hosted site, you can use that theme :)! Or any others from here: https://www.ads-software.com/themes/
