AWPCP is set for ads to be approved but it is immediately publishing them

We have been using AWPCP for a long time. We have it set to not publish an ad until we approve it. Just recently it begin to automatically publish ads on submission even though our settings have not been changed. To troubleshoot I have turned off all other plug-ins and changed to the wordpress 2020 theme and it is still publishing the ads without approval.
