Am I supposed to make a site on wordpress.com too?

You don’t need to create a site on wordPress.com. You only need to create a WordPress.com account so that you can connect Jetpack with it.

Jetpack will work even without connecting it with a WordPress.com account but only with limited features.

In order to connect Jetpack with your WordPress.com account, please go to Jetpack > Dashboard in the WP-Admin area, scroll down to Connections, and click Connect your WordPress.com account.
