Backed up a site locally, and it was successful, but now "Forbidden" entry/acces

I was backing up two wp.org sites for a client, who had alerted me to the fact that the regular online backups had recently failed. The one for sweetpersimmon.com was successful and the site is still accessible. The one for issoantea.com was successful, but there is no access to the site. I tried manual online backup for both, and both failed.
I changed some settings and this may be where I screwed up…
Database backup behaviour:Beneath these instructions on the Issaontea.com site, were several lines pertaining to a anti-spam plug-in which I deleted weeks ago, “Wangard”.

- 1.ONLY backup the custom/plugin tables selected below (new tables will not be backed up until explicitly selected.)
- 2.Backup all custom/plugin tables EXCEPT those selected below (new tables will automatically be backed up until explicitly selected.) [Recommended]
I checked #2 and I unchecked the checked boxes below, for the Wangard elements.
Then,I checked both of the Database Excludes and the 3 Filesystem Excludes.
What did I do wrong? How can I get back to the dashboard to fix it?
