    You are a victim of the failure of IE to implement the box model. This is an issue to do with size. IE thinks the boxes arent big enough. I would remove all padding and borders in the header / credits to get the image to settle.

    and i would add that removing all the quotes might also help.

    just wanted to know how i can force my background image to fit into the image box of modified Green Track? when i view my blog, it crops my image background. thanks! ??

    The way to do this is first to define the container in a way which does not disturb either browser. That means no padding and no border unless you want to hack.
    It is not even necessary to set the size. The image will do that if you use no repeat. HTH.
