Background Unresponsive

Hi so i’m having an issue with getting my Sale Page to render properly. On my regular browser the image will cut off at the top and on mobile my page looks horrendous and I have no idea how to fix this. Can anyone please help! I tried uploading my background image under “Responsive Image”, but the page loads blank and images loaded under “Background Image” render awkwardly.
