Background Video not Playing

On two different sites, a local mp4 that is set as a section background is not playing in Chrome or Safari (desktop). I realize that both Chrome & Safari have policies that prevent autoplay of videos that do not have the mute attribute set, but looking at the page source code the video constructor appears to be correct, complete with the muted attribute. The mp4 doesn’t contain an audio track but apparently that doesn’t matter, the mute attribute is absolutely required. I am at a loss as the video plays as it should in several different FireFox flavors.
Has anyone else had this issue? I know it isn’t supposed to work on mobile devices and I am fine with that. But it should be working on all desktop browsers.
