Backorders for Rep, no backorders for Customer

Hi,

I’ve setup a B2B for a client, who has businesses that can order IN-STOCK product as needed as regular customers with no stock management.
Then there are also Sales reps that use the system to place orders on IN-STOCK product on behalf of customers. The Sales reps however can see actual stock quantities and Stock On Order of all product etc.
Stock Management is off so that the customers can order regardless of actual stock levels.

My question is, is there anyway of allowing the Sales Rep to place backorders?
