That’s very strange error, it shows two things.
1) Our plugin was not able to enable any plugin
2) We couldn’t flush rewrite rules due to WordPress core files error.

I have double checked this on fresh WP 4.9 website but backup as well as restoration worked for me without issues.

What I would suggest for now is:
1. Make sure your WordPress versions is the same as your backup was made on
2. Double check that you have installed WordPress properly, even reinstall
– Front page should show default Hello World post
3. Once you do that, go to “Other options” section at the website where you want to restore your backup
4. Disable PHP CLI checking: https://prnt.sc/1sljr31
5. Save that section
6. Force stop both processes: https://prnt.sc/1trv1tm

After all steps, you can try to run the restoration process once again using the same file / URL.
