Can you give us some more details about the issue that you’re having? Do you mean the customers can see the files but they don’t download properly? Or they’re not given access to the download links at all?
If you can also provide us with information on your actual site, that would be helpful as well. For instance, what version of Exchange are you using? What is your site URL? What hosting company is your site hosted on?
