bad for Google SEO

I have installed wp super cache a long time. Then, I have ran pagespeed insight only to discover that wp super cache was responsible for the CLS downtime of my website. I replaced it with wordpress fastest cache.
So, Let me tell you to replicate the problem: I installed the wordpress theme astra. Then, I installed wp super cache, and i have set it up to Expert mode. late init. Then, I have loaded the page from pagespeed insight, first i had a good score, and then, the during the second load the score was bad. I understood the pagespeed insight score was bad when the page was cached. Anyways, the robot exclusion of wp super cache is useless, since ggoogle visits your website via a normal User agent.
Could it expain traffic drop as well? Does it generate some sort of cloaking?
