[Balloon Theme] – Font and Commenting issue

To answer your questions briefly:

1. The font is tiny, and I seem to have no option to change it, bar changing the font. Do I need some plugin?

You would need the Custom Design upgrade.

2. The ‘add comment’ option is a tiny little hyperlink at the end of all my tags at the bottom of the page rather than a comment box/discussion section.

The comment box is only visible on the single post view, as in 99.99% of all themes on WordPress. For example, you can see the comment box on this single post:
