Banner dimensions

My theme sidebar has the code below, at the bottom. I’m assuming this refers to a banner at the end of the sidebar and not the footer. My questions is how do I know what dimensions the banner can be width-wise? I think the code refers to a file which determines the dimensions –but the file is blank.
